How to Fix Empty Targeting

The status "empty targeting" means that there are no ad units that match your campaign's settings and targeting criteria.


The most prevalent causes and solutions:


  1. You enabled 'Show graphic banners only' but did not upload the banners that correspond to the sizes of the targeted ad units

Either disable the 'Show graphic banners only' option or upload the necessary banner sizes.


  1. You target expensive traffic sources but did not set a high enough Max CPM value for your CPD campaign

Go to your Campaign page → Payment model page, and set the Max CPM parameter to the maximum allowed value.


Remember that Max CPM is not an actual CPM and works like a filter. More info in our helpdesk article.


  1. You target only a few sites/ad units that don't generate traffic, don't match your campaign's settings, or have rejected your ad

Add more sites/ad units or entire categories, or disable options that may exclude ad units from your targeting, such as:


  • Approved sites only (beta)
  • Show graphic banners only


  1. You use geo-filtering, but the targeted ad units have less than 30% of traffic from the selected countries

Add more countries or don't use geo-filtering for your campaign.


  1. Your ad has a rating that the selected traffic sources do not allow

Try to fix your ad or select other traffic sources. Contact support if your ad is rated incorrectly.


General recommendations:


  • Increase the Max CPM value;
  • Upload more graphical banners (preferably all banner sizes);
  • Don't use geo-filtering;
  • Do not select narrow targeting;
  • Target multiple categories and create multiple campaigns using different creatives (including different ad formats, such as responsive teaser and video ads);
  • Avoid using the Ad Unit filtering options, as it narrows your targeting.


The simplest solution could be to create a new campaign (without specifying any settings) in the desired language and check how much traffic is available. Then adjust options one by one.
